The $40 million project is the second phase of a project called the "Waterfront Bridge, South" that the city has agreed to pay for with state funding from a $35 million bond, and it includes the largest dam ever built in the state.

The bridge would create a massive tunnel — nearly 200 feet wide and 60 feet deep — that will have to be widened when the river becomes the last major waterway in the entire region. That massive wall, which will include a giant retaining wall along a narrow part of the river, will be topped off by more than a mile of steel barriers to guard against saltwater entering the region. The entire project would take roughly $15 billion out of the region, with $6.2 billion to be paid for by the state and the city.
