Anglers death sparks safety warning

KIRKLAND — A whale carcass found Wednesday has sparked concern for fishermen, but the animal was caught by a Canadian whaling operation.

The fisherman involved in the catch of the whale was fined for being negligent in the catch, Fisheries Canada said in a statement, adding that the whale was eventually returned to the Pacific Ocean.

The whale, about 35 feet long and weighing about 30 tons, was believed to have been caught as part of an off-site finning operation.

The whale carcass was returned to the Pacific Ocean on Wednesday and will undergo a toxicology test. It is now being held at a Vancouver marine laboratory to determine if further tests can be performed.

A news release issued by Fisheries Canada said this was the third whale caught Wednesday from a whale finning operation, but Fisheries Minister Gordon Campbell said he can not comment on whether anyone died in the last two finning operations.

After the first finning incident, on April 10, 2010, several people told CBC News they had witnessed whale carcasses floating in the Pacific Ocean.

A spokesperson for the agency said Wednesday that this time, the whale carcass was discovered floating in the water around the Canadian whaling fleet.

The Fisheries Department and Maritime Police conducted a search for the whale and brought it to an impound base. It is currently on an "obscured" level and being held near Port Nicholson.

Fishermen and other sea residents have been urged to avoid the area where the whale was caught after it began drifting south for several weeks.

Fresh water for midland towns? A new report claims the answer is "no."

It was the latest example of water policy shifting as California grapples with a drought that has left millions without water, and the first federal data collection to show just how severely the state was drying up.

"One would think that we're at the beginning of an era of statewide water conservation in the United States and indeed across the country, but the new information I'm presenting today should reassure everyone, particularly those at the local level where we have been experiencing such extreme problems for so long," said the report's lead author, Dan Schafer of the Washington Center for Economic and Policy Research.

Water policy experts have long argued that we're losing one-third of the water we use in the US. This year, California and many other states are trying to fix a shortage in the amount of water they get from reservoirs, rivers, groundwater and even wastewater treatment plants, in turn requiring more conservation.

But the authors of a new report from Water Economics and Economics (WEEER) claim we're losing as much as three-quarters of the water the US uses — an amount they're calling "unprecedented" and "insane."

"The U.S. is losing one-third of its freshwater to use and we are also losing water from water treatment plants, water storage infrastructure and groundwater extraction to the atmosphere," the report, based on federal estimates, states.

"More than 60 percent of the water used by public utilities has gone by a transfer to the atmosphere, and at current rates we will only return half of the amount of water the federal government currently uses."

The water use is being done in a variety of ways. In some areas, water used directly — in water treatment plants, irrigation, for drinking or industrial uses — is much less because it takes longer for treated water to filter through a membrane. But in others, water used via pumping operations, such as well water — which includes about one-third of the water that goes into the Sacramento River — will go directly to the atmosphere through another medium — through septic tanks and sewage water discharge.

In all, the amount the US drains down the ground from a million acre-feet of rainforest — roughly the amount used by the world's population each day — will fall by about one-third by the end of the century.
